The orbital office complex was a Starfleet space station paired with one or more drydock facilities in orbit around Earth in the second half of the 23rd Century. It housed offices for the engineers, designers, and computer draftsmen necessary for the construction and repairs being performed in the surrounding drydocks

The orbital office complex was designed by Andrew Probert as a cluster of office pods topped by copper cylinders which were meant to serve as botanical tanks, growing fruits, vegetables and replenishing the oxygen of the station. The model went on to be redressed for use as other space stations in future Star Trek productions, including the Regula One research laboratory in Star Trek II: The Wrath of Khan, Starbase 173 in Star Trek: The Next Generation – “Measure of a Man”, and Starbase 375 in three episodes of Star Trek: Deep Space Nine. A graphic representation of the station designed by Doug Drexler later appeared in episodes of Deep Space Nine and Star Trek: Voyager.
