The orbital office complex was a Starfleet space station paired with one or more drydock facilities in orbit around Earth in the second half of the 23rd Century. It housed offices for the engineers, designers, and computer draftsmen necessary for the construction and repairs being performed in the surrounding drydocks.

Art director Joseph Jennings and concept illustrator Michael Minor created new designs for an updated U.S.S. Enterprise as well as several orbital space stations and vehicles for the proposed Star Trek: Phase II television series. Brick Price Movie Miniatures was hired to build the miniatures for the series. However, when Paramount announced that it would make a Star Trek feature film instead of a new TV series, the models were deemed not up to feature film standards for the era and were scrapped. The Roddenberry Archive art team has used production art by Minor to show what the orbital office complex might have looked like had it been completed.
